TACKLING ANTI-SOCIAL BEHAVIOUR AND ITS CAUSES

Every year thousands of people enjoy fireworks responsibly to celebrate all sorts of occasions. Unfortunately a small minority of people cause nuisance through their inconsiderate use of fireworks. An even smaller minority of people cause communities to live in fear by using fireworks as tools to harass or injure others .

Managing fireworks in the community is about striking a balance between responsible enjoyment by the majority and irresponsible use by a minority.

The impact of misuse

 The misuse of fireworks can have a range of impacts on the community, and in the wrong hands, fireworks can be damaging and dangerous.

At one end of the scale, nuisance by fireworks set off late at night can prevent sleep and cause distress by scaring people and pets.

At the other end of the scale, fireworks used  to harass and intimidate individuals, damage property, and in extreme cases deliberately injure others,  creates alarm and fear in communities. This behaviour is criminal and anti-social.

Action to prevent and tackle misuse

The  2008 illustrated guide (download below) looks in detail at actions to prevent misuse and sanctions that can be used when fireworks offences occur. A wide range of powers have been made available to local agencies and it is essential that the problem of fireworks misuse is challenged through a targeted and sustained use of these powers. Prevention work through education campaigns in schools and communities is equally important.

The guide also contains information on regulating the sale and supply of fireworks.
